MOleg Cannabis Legislation SB822

Helping Patients with Severe Medical Conditions

For the 2016 legislative session I have again filed Senate Bill 822, which would expand the number of medical conditions that can be treated with Cannabidiol (CBD) oil in Missouri.

Senate Bill 822 would allow people with cancer, HIV, AIDS, amyotrophic lateral sclerosis, Parkinson’s disease, multiple sclerosis, spinal cord damage, inflammatory bowel disease, neuropathies, Huntington’s disease, post-traumatic stress disorder, or certain specified symptoms or complications associated with these conditions, to have access to CBD oil.

The oil must be recommended by a neurologist or physician.

The Department of Health and Senior Services would be required to establish a public registry of physicians and neurologists who recommend hemp extract for the patient’s use.

This is the second year legislation has been filed seeking to expand the number of medical conditions that can be treated with CBD oil in our state.

CBD oil has been shown to reduce nausea and vomiting, suppress seizure activity, and combat inflammatory disorders, neurodegenerative disorders, tumor and cancer cells, and anxiety and depression disorders. Research has also shown that CBD inhibits the proliferation of cancer cells, and has found that CBD can be used to treat rheumatoid arthritis, autoimmune diseases, nausea, bowel disorders and diabetes.

It is important to remember, that unlike THC, the compound in marijuana known for its mind-altering properties, CBD oil does not produce those side effects and is not a psycho-active drug.

There are real medical benefits from CBD oil, something scientists have supported for years. Studies have shown it can be incredibly effective in lessening the severity of symptoms for a whole host of chronic conditions. Legislation has been passed out of this very body, and signed by the governor, allowing those with intractable epilepsy to use CBD extract to help treat their illness. There is no reason to only allow certain patients to benefit from what has been recognized as a legitimate form of treatment. The legislation would allow citizens suffering from cancer, Parkinson’s, and numerous other tragic diseases to have the option of using a natural substance to reduce symptoms.

This measure would require the department to issue a card to a patient who has a recommendation from a physician or neurologist stating they would benefit from treatment with hemp extract. The bill also expands the number of licensed cultivation and production facilities in the state from two to 10.

Missouri Farmers Hemp Freedom Act

Missouri SB584HB1973 and HB2038 would legalize industrial hemp for commercial production, effectively nullifying the federal prohibition on the same. These bills have not received committee assignments at the present time.
PLEASE TAKE THE FOLLOWING ACTIONS to support these important bills.
1. Contact your State Senator. Strongly, but respectfully urge them to cosponsor and support SB584. A phone call has 10x the impact of an email, so make sure to take a few minutes to call.
2. Call your State Representative. Strongly, but respectfully urge them to cosponsor and support HB1973 and HB2038. A phone call has 10x the impact of an email, so make sure to take a few minutes to call.
3. Call Back – any NO or UNDECIDED – in 3-4 days. Make sure to follow-up. If they say YES, be sure to thank them and, if possible, announce their committed YES vote to email and social media contacts. If they say no, politely ask them why. Get the information from them and contact us.

Interconnected Carbon Nanosheets Derived from Hemp for Ultrafast Supercapacitors with High Energy

We created unique interconnected partially graphitic carbon nanosheets (10–30 nm in thickness) with high specific surface area (up to 2287 m2 g–1), significant volume fraction of mesoporosity (up to 58%), and good electrical conductivity (211–226 S m–1) from hemp bast fiber. The nanosheets are ideally suited for low (down to 0 °C) through high (100 °C) temperature ionic-liquid-based supercapacitor applications: At 0 °C and a current density of 10 A g–1, the electrode maintains a remarkable capacitance of 106 F g–1. At 20, 60, and 100 °C and an extreme current density of 100 A g–1, there is excellent capacitance retention (72–92%) with the specific capacitances being 113, 144, and 142 F g–1, respectively. These characteristics favorably place the materials on a Ragone chart providing among the best power–energy characteristics (on an active mass normalized basis) ever reported for an electrochemical capacitor: At a very high power density of 20 kW kg–1 and 20, 60, and 100 °C, the energy densities are 19, 34, and 40 Wh kg–1, respectively. Moreover the assembled supercapacitor device yields a maximum energy density of 12 Wh kg–1, which is higher than that of commercially available supercapacitors. By taking advantage of the complex multilayered structure of a hemp bast fiber precursor, such exquisite carbons were able to be achieved by simple hydrothermal carbonization combined with activation. This novel precursor-synthesis route presents a great potential for facile large-scale production of high-performance carbons for a variety of diverse applications including energy storage.

5th Milestone Accomplished StartUP update

The Industrial Hemp Invention that Scotty has been working on has made it to the prototype financing approval stage.  As I write this blog post my connection informed me that he did not see any trouble in the Investors not approving the budget to build the machine.  He is meeting with his partners and will have a yes or no answer in the next few days.

I'm on pins and needles to say the least.  All those sleepless nights, the 15 pounds of weight I've lost, and hours spent on the startup are about to pay dividends and assist the Hemp Industry in becoming a powerhouse player in the Ag Commodity business.

His exact words were: 
Its not like you are asking for multi-million dollar investment like some of the other inventors have approached my company with.  I see no reason they will not approve the funds to build the prototype.


If you think I'm betting the farm with this one company- think again.  I've always had a backup plans to build the prototype.  This is not the only company I'm working with or people interested in the design and invention.   They are just the only company working in the USA that has shown interest.  Like I mentioned previously in other blog posts my EU hemp connection who claimed: "Your Invention could be the Holy Grail of the Hemp Industry".  He has opened the door to established players in the Hemp Industry in Canada, Europe, and New Zealand who are also interested in the invention.

So one way or another my hemp invention will soon be a reality and available to anyone who would like to get in the hemp business.  The beauty of the invention is that it eliminates the high cost of processing equipment needed.

Bringing It Home Movie Review by Scotty-MOhemp Energy

It was great to see the rockstars of the Industrial Hemp Industry that are revolutionizing the way Hemp is used as a sustainable and natural alternative to many of the chemical and oil based products on the market and on the store shelves.

I agree with Ms Anndrea Hermann that:
It is completely irrational that Farmers in the United States of America are not allowed to grow Industrial Hemp when we are importing Millions of dollars worth of Hemp products every year.

Hempcrete Healthy Buildings and were highlighted in six different parts of the movie with attention was given to USA's first Hempcrete Home in South Carolina built by Youtube Video Hemp Technologies, designed by Anthony Brenner of Healthy Home Consultant


Hemp Oil Business success featured an interview with Dr Bonners Magic Soap and others.  It was interesting to learn that the company David Bonner mentioned that the Dr Bonner Magic Soap business in 2000 had 15 employees and earned 6 Million dollars.  They had projected their company would be a 13 Million dollar company, after adding Hemp based products they have grown to a 43 Million Dollar Company.  They also talked about how the company had grown from 12 people working in the processing facility to 87 employees!

Industrial hemp production in France

France is Europe's biggest producer with 8,000 hectares cultivated.
  • 70-80% of the hemp fibre produced in Europe in 2003 was used for specialty pulp for cigarette papers and technical applications.
  • 15% is used in the automotive sector
  • 5-6% were used for insulation mats
  • 95% of hurds were used as animal bedding
  • 5% were used in the building sector.
  •  In 2010/2011, a total of 11,000 ha = 27,182 acres was cultivated with hemp in the EU, a decline compared with previous year.

Biomass update in 2014 Farm Bill Highlights



Farm Safety Net

• Eliminates direct payments and continues crop insurance.

• Producers will choose between the Price Loss Coverage and Agricultural Risk Coverage. Establishes the Dairy Margin Protection program.

• Restores livestock disaster assistance for losses dating back to 2011, and establishes a permanent livestock disaster program.

Rural Development

• Continues USDA Rural Development programs. Provides $15 million to support rural business development and growth through the Rural Microentrepreneur Assistance Program.

• Provides $150 million for water and wastewater infrastructure.

• Reserves 10% of certain programs for regional, long-term investments to better promote economic development through regional planning and leveraging of resources. Trade and Foreign Agriculture

• Continues authorization for $200 million annually for international market development.

• Authorizes up to $80 million for LRP and makes the program permanent.

• Provides more flexibility for USAID to use cash assistance in administering the Food for Peace program.

• Increases flexibility for assistance in emergency situations. Research

• Endows $200 million for a foundation for agricultural research.

• Doubles the funding for SCRI to $80 million annually

Conservation

• Consolidates conservation programs for flexibility, accountability and adaptability at the local level.

Next Generation Farmers and Ranchers

• Provides $100 million for the Beginning Farmers and Ranchers Development Program.

• Increases access to capital and supports crop insurance and risk management tools, including reducing crop insurance premiums during the first 5 years of farming.

Local and Regional Food Systems

• Renames FMPP to “Farmers Market and Local Food Promotion Program” and provides $30 million annually.

• Continues to reserve funds in the Business & Industry Loan Program for locally- and regionally- focused businesses.

• Advances growth of local and regional food systems with $65 million for Value Added Product Market Development Grants.

Specialty Crops and Organics

• Provides $72.5 million annually for SCBG.

• Provides new resources for organic farmers, including funding the Organic Cost Share program at $11.5 million annually.

• Increases funding for pest and disease management and disaster prevention to $62.5 million per year, and $75 million in FY 2018 and beyond.
